Requirements and qualification

The qualification as Technischer Berechtigter is acquired upon successful completion of the functional training as Bauüberwacher Bahn. Distinction: site management, construction supervision, object supervision

The terms are often mixed up. Object supervision is service phase 8 of the HOAI and describes the technical supervision of the construction. Bauüberwachung Bahn is the railway-specific, person-bound and officially regulated form of this supervision with additional safeguarding and authorisation tasks. A site management in the general sense, by contrast, primarily organises the construction process and is not necessarily bound to the railway authorisations.

Building under rolling wheels

The greatest particularity of railway construction supervision is that it rarely closes a line and builds anew, but almost always builds within the existing system and often next to ongoing traffic. This building under rolling wheels demands a constant balancing between construction progress and operational safety.

Concretely this means: every construction phase needs a defined operational and safety-related state, set down in the Betra. Track closures and switching states of the catenary are only available for tightly limited time windows, often at night or on weekends. Delays therefore affect not only the cost, but directly the safety, because an overrun window endangers operations.
