The Technischer Berechtigter is a key position on every railway construction site: they make sure that work is carried out safely under the protection of the Betra, above all in the interplay of rail operations and electric current.

What is a Technischer Berechtigter?

The Technischer Berechtigter (TB) is a person-bound function in railway construction. During a construction measure carried out under the protection of a Betra (operating and construction instruction), they hold a key position and are responsible for ensuring that the work runs safely in operational and technical terms.

The function does not arise from a job title but from a demonstrated authorisation: it is acquired on successful completion of the functional training to become a Bauüberwacher Bahn (railway construction supervisor) and must be kept current. Without this authorisation, the role may not be performed.

Betra 4.2: the reference point of the function

The Betra governs how a construction site is secured against rail operations and which operational restrictions apply. The Technischer Berechtigter under section 4.2 of the Betra is the person who is technically responsible for these provisions on site.

The function becomes especially relevant on electrified lines: here the Technischer Berechtigter is, in particular, authorised to act as the person responsible for protecting measures against hazards from electric current. This includes coordinating the required switching states of the overhead line together with the switching applicant.

The Technischer Berechtigter works closely with the safety supervisor and the switching applicant. In practice, an experienced railway construction supervisor combines these authorisations so that the interfaces do not fragment between several parties.

The function operates within the regulatory framework of the Railway Construction and Operating Regulations (EBO), the administrative provisions of the Federal Railway Authority (VV BAU, VV BAU-STE) and the group regulations and guidelines of DB InfraGO AG. These rules define the rights and duties of construction supervisors and determine who may take on which safety tasks.

The authorisation is bound to the person, not to the company. Whoever commissions a Technischer Berechtigter thereby commissions a demonstrably trained and currently authorised specialist.

Qualification and prerequisites

The prerequisite is, as a rule, a relevant engineering degree or a comparable technical qualification. On this builds the functional training to become a Bauüberwacher Bahn, with which the authorisation as Technischer Berechtigter is acquired. The authorisation must be maintained through regular further training and demonstrable practice, so it lapses if it is not actively kept up.

What matters, beyond the certificate, is experience under live operations: anyone who knows the procedures of the Betra, the interfaces to signalling and control technology and the operators’ requirements first-hand makes the right decisions on site under time pressure. It is precisely this experience that separates the formal authorisation from genuine confidence to act.

Responsibility in practice

On the construction site, the Technischer Berechtigter makes decisions with immediate safety relevance. They must judge whether the conditions for starting work are actually met and, in case of doubt, stop the work, even against the pressure of the construction schedule. This responsibility cannot be delegated.

Anyone commissioning the function should therefore not only check for a valid certificate, but for demonstrable experience with comparable construction phases. Ideally it is bundled with the functions of safety supervisor and switching applicant, so that the safety-critical decisions stay in one hand and nothing is lost at the interfaces.
